Tax disputes and tax-related criminal exposure: from the audit report to the cassation appeal.

The advocate bureau Argunov, Kessler & Partners1 has worked in Kazan since 2014. We support tax audits, prepare objections and appeals, handle cases in the arbitrazh courts and defend in tax-related criminal cases. We work in Russian and English.

How the bureau is organised

We work with companies and entrepreneurs who face a tax audit, have received a tax authority decision, or have a question about criminal liability for tax offences.

The bureau was founded in 2014. It is headed by advocate Igor V. Argunov, registry no. 00/0001 (demo), a member of the Chamber of Advocates of the Republic of Tatarstan. Every matter is handled by an advocate; information about a matter is covered by the professional secrecy of the advocate.

We prepare materials and stage reports in Russian and English, which suits international groups and foreign shareholders.

  1. cl. 1

    Deadlines first

At the first meeting we record the dates after which options narrow and put them in a calendar.

  2. cl. 2

    The position on paper

A written plan by stage: what is filed, with which authority and with which documents.

  3. cl. 3

    A report for every stage

After each stage the client receives a written note: what was done and what comes next.

Practices: nine articles on the tax dispute

Each practice is set out as an article: what the advocate does at each stage, which documents are needed, the deadlines and what the fee depends on. The detailed articles are published in Russian.

  1. cl. 1

Objections to the tax audit report

Written objections to the report are filed within one month of receiving it (Art. 100(6) Tax Code). The tax authority reviews the audit materials and the objections before taking a decision (Art. 101).

    Example

    Report received7 October 2026

One month expires7 November 2026 (Saturday)

Objections to the report can be filed until 9 November 2026
  2. cl. 2

Appeal against the tax authority decision

The decision takes effect once a month has passed from service. An appeal to the higher tax authority is filed before the decision takes effect (Art. 101(9), Art. 139.1 Tax Code).

Enter the date the tax authority decision was served.

  3. cl. 3

    Application to the arbitrazh court

An application to challenge the decision is filed within three months of the day the organisation learned that its rights were violated (Art. 198(4) Arbitrazh Procedure Code). The decision is first appealed to the higher tax authority (Art. 138(2) Tax Code); the period is usually counted from receiving that decision.

Enter the date you received the higher tax authority decision.
